The time required to build a glorious synagogue to replace the one demolished took about 10 years because of the time required to reach agreement about the location, preparation of plans, obtaining the Tzar’s approval, and raising of money.

English translation:
After some time, the community decided to build a new synagogue on the heights of the new city. The people argued about the location but finally decided and sent the plans to St. Petersburg to get a permit from the Tsar. A permit was necessary in order to erect any big building costing more than 10,000 rubles. The Tsar not only approved but also ordered enlarging the dimensions of the plot and the building. The construction, started in 1851, adhered to the Tsar's architectural plan.

English translation:
The sources of the money included 8,000 rubles given by the government as a grant for the shops that were adjacent to the synagogue. This contributed to the synagogue as well as the income from the collection of the “meat tax” and many contributions were received from the inhabitants.
